Our 2026 founding cohort at the completion of the first play-through of Fractured Order.
Fractured Order’s purpose is to explore and evaluate alternative
approaches to U.S. statecraft in managing sustained strategic
competition with the PRC.

The exercise aims to analyze how the U.S. government and its industrial and technological base coordinate with transatlantic and other international partners to actualize and integrate nonmilitary instruments of power. It seeks to sustain influence, strengthen allied cohesion, manage escalation risks, and shape a stable global environment that serves shared interests. Participants engage in structured dialogue and scenario-based decision-making to test strategic choices and explore the practical coordination of these tools across national and allied contexts.
